Pvell talks about the CS in Brazil

CGS: To the best of your knowledge, could you please describe what actually took place regarding Thursday's announcement that the October 2007 ban of Counter-Strike would be implemented in Goias in the form of prohibiting the distribution of the game?

Pvell: Being Brazilian, knowing how the things work in my country, I can assureyou I’m still in shock. After the first announcement, stating the game should be banned from the country (how???) and that is because of akidnapping of United Nation members (???) and points you make when you kill policeman (???) – that we all know is not part of the game, at least the game that is played professionally in CGS or in any part of the worldincluding Brazil - I was just shocked. I remembered when a judge of Rio de Janeiro was prohibiting that girls with less than 18 years old participate in fashion events when we all know the problem was with girls from 4 to 10 years old that expend the days in the traffic lights trying to sell candies or just asking for money, not to mention the minor prostitution problem. I’m sorry, but whit the best of my knowledge I cannot describe what took place.

CGS: Rumor has it that the controversy started when a government official decided the map cs_rio promoted criminal activity and portrayed Brazil in a negative light? Is there any truth to this?

Pvell: The official website of the state of Goias’ PROCON, the government department that takes care of the consumer interests, was in a part of its report stating:

"The game “Counter Strike” (hostages, bomb, escape, murderer, weapons, wartechniques, guerrilla techniques) reproduce the war between outlaws and policeman and is impressive because of its realism. The game was created in the USA and adapted to Brazil. In this video game, drug dealers of Rio de Janeiro kidnap and transport to the hill 3 representatives of the United Nations Organization. The police invade the hill and have a shooting reception.

The participants (players) can choose the crime side: to be an outlaw to defend the “favela” under his domination. As many Rio Policeman killed, more points. The background music is a prohibited funk. In this scale of violence every one choose their weapons: pistols, rifles and grenades. Under specialist’s vision, the game teaches war techniques, since the players needs to know tactics of hiding as in a guerrilla."

I really would like to know who and what kind of specialists was mentioned. They don’t even know what the game is all about. They don’teven know what is a map and how it is related to the game. They are specialist in anything but gaming or Counter Strike.

CGS: Could we see a similar ban in some of the other states in Brazil... a more wide spread effect if you will?

Pvell: Yes, this is the problem. If nobody reacts, the decision of the state of Goias will be implemented in the whole country.

CGS: Follow up: Do you feel the ban has any chance of expanding and prohibitingusers and LAN cafes from carrying/playing the game?

Pvell: Definitively. Again we need a reaction to show those bureaucrats they cannot make whatever they want based in lunatics specialists. By the way, the whole consumer law is a joke. It states that according to articles 6, I, 8, 10 e 39, IV, all belonging to the Consumer Protection Code, productsthat are not good for their health must be banned. Think about cigarettes, alcohol and cars - because they can cause accidents – and many other examples.

CGS: How do you feel about the ban? Do you believe any of the game play encourages violence, or other criminal activity?

Pvell: I’m really shy of my country justice and laws. Crimes are not judged because of a supposed human rights protecting law, the politicians are making a lot of dirty money and they are not prosecuted because of a law that protects than from the “ordinary people” justice… but to change the life of the ordinary citizen, with arguments achieving the highest scorein the idiotic scale, is easy. In my opinion – and I read a lot of articles from well known specialists of well known institutions around the globe, differently from the specialists mentioned in PROCON’s website that are not recognized from nobody – games are good for our health. They are NOT encouraging violence or waking-up any criminal intentions anybody is supposed to have. In fact, games are a very good entertainment option forour youth and when treated professionally, like in CGS, can even be a way of life and a very desired job for then.

CGS: How has the October 2007 ban affected your team, the Rio Sinistro, if at all?

Pvell: Is still making us very uncomfortable. All the players of the CS:Source team are worried that they could not represent Rio if the game is banned from the country. One day after the announcement, they said they banned the purchase of the game in stores and on-line (how???) and this showed us that they realize they made a mistake. Some signal of “yes, we were wrong”. Let’s wait and see.

CGS: Você saberia explicar os motivos para o anuncio da proibição do CS em Goiás, acontecido na última quinta ?

Pvell: Como brasileiro e sabendo como as coisas funcionam no meu país, eu lhe garanto que ainda estou em choque. Após o primeiro anuncio, dizendo que o jogo deveria ser banido do país inteiro dado que possui em si cenas de sequestro de membros das Nações Unidas (???) e que ganha pontos quem mata policial (???) , e que todos nós sabemos que não é parte do jogo, pelo menos não do jogo que é jogado profissionalmente na GCS ou em qualquer outra parte do Brasil. Eu estava chocado. Eu me lembro quando um juiz do Rio de Janeiro proibiu que meninas menores de 18 anos participacem de eventos de moda quando nós sabemos que o problema é de meninas de 4 a 10 anos que ficam o dia inteiros pedindo esmola ou vendendo doces nos sinais da cidade. Isso sem falar no problema da prostituição infantil. Desculpe, mas eu realmente não sei o que esta acontecendo.

CGS: Há rumores que isso tudo começou quando um oficial do governo resolveu que o mapa cs_rio incentivava o crime e denegria a imagem do Brasil. Existe alguma verdade nisso?

Pvell: O site oficial do PROCON do governo de Goiás, departamento responsavel pelos direitos do consumidor, dizia:

"O jogo 'Counter-Strike' (reféns, bomba, assassinato, armas, guerra) reproduz a guerra entre os criminosos e os policiais e é chocante dado ao seu realismo. O jogo foi criado nos EUA e adaptado para o Brasil. Nesse jogo, traficantes do Rio de Janeiro sequestram 3 representantes das Organização das Nações Unidas. Os policiais invadem a favela para resgatá-los e são recebidos a tiros.

Os jogadores podem escolher de que lado vão jogar, tanto no lado dos traficantes quanto no lado dos policiais. Quanto mais policiais matar, mais pontos se faz. A música de fundo é um funk proibido. Nessa escala de violencia todos podem escolher suas armas, entre pistolas, rifles e granadas. Na versão "profissional", os players utilizam de taticas para se esconder como se fosse uma guerrilha."

Eu gostaria realmente de saber que especie de "profissional" esta se falando. Eles nem ao menos sabem do que se trata o jogo de verdade. Não sabem o que é um mapa e como isso se relaciona ao jogo. Podem ser especialias em tudo, menos em gaming ou CS.

CGS: Você acredita que esse ban pode ser extender a outros estados do Brasil?

Pvell: Sim, esse é o problema. Se ninguém reagir, essa decisão no estado de Goiás poderá vir a ser implementada em todo o país.

CGS: Acrescentando: Você acha que esse ban pode vir a proibir usuários e LAN Houses de disponibilizarem o jogo?

Pvell: Definitivamente. Novamente, precisamos reagir e mostrar a esses burocratas que eles não podem fazer o que bem entendem baseados em idéias de especialistas loucos. Diga-se de passagem, a lei do consumidor é uma piada em geral. De acordo com os artigos 6,I, 8, 10 e 39, IV, todos os produtos que não fazem bem a saúde do consumidor deveriam ser banidos. Pense nos cigarros, álcool e carros (dado a acidentes) entre outros inúmeros exemplos.

CGS: O que você pensa sobre esse ban? Você acredita que o jogo incita a violencia ou qualquer outra atividade criminal?

Pvell: Eu realmente me envergonho das leis e suas aplicações em meu país. Crimes não são julgados de acordo com uma suposta proteção aos direitos humanos, e politicos ficam gerando uma enorme quantidade de dinheiro sujo e não são julgados pelas "leis das pessoas ordinárias"... mas para atrapalhar a vida dessas "pessoas ordinárias" com argumentos completamente idiotas, é fácil. Na minha opinião - e eu leio vários artigos de especialistas de verdade, e não esses ditos especialistas do PROCON que não são reconhecidos por ninguém - os jogos fazem bem a saúde. Eles NÃO incitam a violencia e não despertam espíritos criminiais em ninguém. Alias, os jogos são uma ótima opção de entreterimento para nossa juventude e quando tratado profissionalmente, como na CGS, podem ainda ser um estilo de vida e uma cobiçada posição de trabalho.

CGS: Como essa proibição afetou o seu time (Rio Sinistro)?

Pvell: Estamos realmente assustados com a possibilidade do jogo vir a ser banido em todo o país. Um dia após terem anunciado, foi dito que apenas a venda estava proibida, e isso acabou passando a idéia de que eles perceberam que estão errados. Vamos esperar e ver...
